Reimbursement approval and procedure review for recycle and treatment business companies

Absrtact	In order to enhance the management of recycling and treatment business, so as to improve the efficiency of reimbursement approval and provide consultation to the applicants, the project has implemented and achieved the following 4 subjects. (1) Assisted to complete the reimbursement qualification review and field investigation of 899 applications and 55 field investigations. (2) Completed the review of 50 applications for waste material recycling and treatment equipment or technology investment off-set certification that totaled the amount of NTD 173.3 million. (3) In terms of the rules set in the Management Regulation for Recycle Business Companies of Mandated Recycle Items, the project has completed the revision of the regulation to make standard operation procedure of the application and approval more simple to enhance the process. In this year, the number of application has increased from 689 in 2007 to 899, the review days has fallen from 20 days in 2007 to 16 days, which was a drop of 25% meaning the increase of review efficiency. Besides, the project also completed baseline data for the business operators to provide more effective management for the environmental offices. (4) Assisted consultation to the recycling and treatment business: the project also held 6 seminar meetings in the north, central, south and east regions and built information hotline to achieve more than 1,402 times of consultation to business operators regarding investment off-set qualification and application with example application provided to business for reference so as to expedite on the application process. The project has made the following suggestions: (1) to continue to promote and assist the on-line application, (2) to gradually combine the waste control numbering system with the air and water, (3) to enhance consultation and control for recycling and treatment business, (4) to support the activity of awarding outstanding business companies to elevate the industry’s overall image in the society.
